a software like "opera max"

Hello .. Have a nice day/night ... I would like to take suggestions considering a software for windows 7 that works like "opera max" app on android ... Opera max has two important features which are : 1- tunneling my connection through VPN. 2- reducing data usage. Free softwares are preferable ... Thanks
