Problem with printer dialogue box not appearing

I'm having an issue running an old piece of software on Windows 7, it runs perfectly well on XP, the software is set to run with AppCompatFlags\Layers as XPSP3. It works perfectly well on Windows 7 when I'm logged in as the local admin but when I'm logged in as a normal local or domain user when I try to print off reports the printer dialogue box doesn't appear a majority of the time.
