How do I make notes for every application setup or installers?

I'm looking for a note maker which helps to make a note in a window regardless of its location. I used to use a note taker in XP which takes notes wherever you wanted it to. And it's not like MSOneNote, it'll store the notes somewhere in it's DB in profile folder but open the notes whenever we opened particular folder or window or application.
